Sanitary Sewer and Drain Backup Policy For Fountain Sanitation District
It is policy of the Fountain Sanitation District concerning sanitary sewer and drain backups that any and all claims arising from sanitary sewer and drain backups will be denied unless there is proven negligence on the part of the District.
Fountain Sanitation District Proposed Sewer Service Charge Rate Increase
The Fountain Sanitation District (District) is the government agency that provides sewage management for the City of Fountain and some adjacent unincorporated county areas. A major concern for the District is complying with regulatory requirements while maintaining technical and fiscally responsible operational viability. The District is also faced with an upcoming implementation of nutrient standards for Total Nitrogen and Phosphorus. The District’s Board of Directors is being asked to consider a proposal to increase the rates over the next two years.
The last sewer service charge rate change was done in January 2006, four years ago. It is now proposed that the residential flat rate be changed from $17.25 to $19.75 per month. A portion of the proposed increase is necessary to continue to operate the existing facilities in a fiscally sound manner. The other component of the proposed increase is related to regulatory requirements regarding nutrient water quality standards. It is important that customers of the District have a good understanding of why the proposed increase is needed. To help answer questions and provide interested parties with more background, the Board of Directors will be holding an informational public hearing at its December 8, 2010 regular meeting at the District’s administrative offices located at 901 South Santa Fe Ave. At this time, the District’s Board of Directors will consider public input before deciding on whether to enact the proposed rates.

The Fountain Sanitation District Board of Directors, will hold their regular meeting every 2nd Wednesday at 6:00 p.m. at the District office located at 901 S. Santa Fe Avenue, Fountain, CO for ensuing year 2012.

RESOLUTION No. 2011-06 REGARDING POSTING FOR MEETINGS
WHEREAS, Special Districts are required by Subsection 24-6-402 (2) (c), C.R.S., to designate annually at the District Board’s first regular meeting of each calendar year, the public place at which notice will be posted at least 24 hours prior to each meeting.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE FOUNTAIN SANITATION DISTRICT AS FOLLOWS:

Notices of meetings of the District Board required pursuant to Section 24-6-401, et seq., C.R.S., shall be posted within the boundaries of the District at least 24 hours prior to each meeting at the following public location:

- Notices of regular or special meetings required to be posted at three public places within the District and at the office of the County Clerk and Recorder at least three days prior to said meeting shall continue to be made pursuant to Section 32-1-903 (2).
